Therefore, to achieve environmental sustainability it is necessary to have a positive impact on at least one of these targets and not to cause significant harm to the other five. It's worth noting that a municipal technician might not be an expert in environmental matters, but in general terms, should be able to determine whether the expected impact is positive or negative.
